THC and Preservation Planning VIP

The Texas Historical Commission can occasionally be invited into a community to help the community plan its preservation goals.  The "Visionaries in Preservation" program is that program.  Folks in Corsicana recently had such a visit.  The Daily Sun reports on it.  The article begins:

"Corsicana's "Visionaries in Preservation" program got some nuts and bolts instruction Tuesday in moving forward with its plans to develop a heritage preservation program for the city.

"VIP" is the community planning program of the Texas Historical Commission (THC). VIP asks residents how they want their community to look and feel, and provides the necessary tools to help a city retain its identity and sense of place as it grows and changes. The state had gone through this process with 23 other communities, and three are in the process this year, including Corsicana. Blooming Grove Historical Society

The Corsicana Daily Sun keeps us informed:

"Blooming Grove Historical Society will meet at 7 p.m. at Heritage Hall of Blooming Grove United Methodist Church. Norman Stubbs will present a program on patriotism on the Fourth of July. All people interested are invited to attend. For more information, call (903) 695-2724 or (903) 673-2635."

UNT Law School in Historic Dallas Bldg

UNT Law School Planned At Historic Site

DALLAS - "Plans to open a University of North Texas law school at the old Dallas City Hall on Harwood will also open the building's infamous history to the public, NBC 5 reported.

Lee Harvey Oswald was shot in the basement sally port of the old City Hall and President Kennedy's alleged killer was jailed in an upstairs cell in the building.

Dallas City Council agreed Wednesday to spend $16 million to renovate old city hall for UNT, which expects state approval to open the first public law school in North Texas."

Visionaries in Preservation in Corsicana

"The turnout was “fantastic,” according to commission staffers.

“This is the largest turnout we’ve probably ever had,” said Josh Lasserre, state coordinator of Visionaries in Preservation, a division of the Texas Historical Commission in Austin.
“This shows the community is interested in what happens in the city,” he said. “When they participate in this way it says a lot.”

Historic Preservation Districts at College Station

City of College Station has been further elaborating its historic preservation options.

Early in the several pages of the Description, one finds

"HISTORIC PRESERVATION OVERLAY DISTRICT
The Historic Preservation Overlay District (HP) is intended to provide for the protection, enhancement, and perpetuation of landmarks or districts of historical and cultural importance and significance. Such action is necessary to promote the economic, cultural, educational, and general welfare of the public. Specifically, this district will have the following expressed purposes:
1. To protect and enhance the landmarks and districts which represent distinctive elements of College Station’s historic, architectural, and cultural heritage;
2. To foster civic pride in the accomplishments of the past;
3. To protect and enhance College Station’s attractiveness to visitors and the support and stimulus to the economy thereby provided;
4. To insure the harmonious, orderly, and efficient growth and development of the city;
5. To promote economic prosperity and welfare of the community by encouraging the most appropriate use of such property within the city; and
6. To encourage stabilization, restoration, and improvements of such properties and their values.

"The Historic Preservation Overlay District may be applied to districts or areas and to individual property. The area/property/structure of significance shall be at least forty (40) years old. A property or district may be designated if it:
1. Possesses significance in history, architecture, archeology, and culture;
2. Is associated with events that have made a significant contribution to the broad patterns of local, regional, state, or national history;
3. Is associated with events that have made a significant impact in our past;
4. Embodies the distinctive characteristics of a type, period, or method of construction;
5. Represents the work of a master designer, builder, or craftsman; and/or
6. Represents an established and familiar visual feature of the neighborhood or city."

Such interest reflects the growing understanding that stand-alone units of historic preservation are greatly enhanced by recognizing and support the appreciation of the geographical/historical context of stand-alone structures and sites. And, of course, we all remember that notable historic preservation draws economic stimulation, sometimes called money, the to broader community.
